This is "Echaletto and Seared Fried Fish in Okaka Soy Sauce". The "shallots" are a type of young radish, which are not too strong and can be eaten as they are. Seared deep-fried tofu is added to it, and the dish is finished with okaka soy sauce. It is not too assertive, but has a pleasant crunchy texture, which will make your sake more enjoyable.
